Experience

Paul has more than 15 years of actuarial experience. He serves clients in both the public and private sectors across all industries and sizes. He works with his clients to deliver market-competitive and cost-effective benefit programs.

Paul serves as the lead actuary for his clients. He is responsible for all financial projects, such as budget projections, financial monitoring, plan performance benchmarks, trend and cost driver analysis, and IBNRs.

Additionally, Paul serves as a subject matter expert related to medical vendor procurement. He led the development of Milliman’s Network Payer Check product, which aids clients in understanding the financial impact of selecting a medical vendor partner.

Conducting strategy and plan design, including flex/cafeteria designs and consumer-driven health plans
Procuring vendors to assist employers with carrier selection
Comparing alternative networks based on network reimbursements
Performing benefit integration and harmonization due to merger and acquisitions
Developing group products; conducting pricing/rating, reserving, and cash-flow analyses
Modeling costs associated with healthcare reform
Analyzing provider reimbursement arrangements and provider contracts
Developing reimbursement benchmarks by area
